....My biggest FOIL of 2015 came from my story about the process of tax attorneys to low-ball their estimates of a property’s value when they seek to lower the assessment. I sought documents from 37 cities and towns in the three-county region, detailing the property value estimates in 14,000 assessment grievances.
Some provided the information in spread sheets, which could be easily analyzed. Others provided copies of hundreds of grievances. Yet others made the grievances available for review, which I did at local assessor offices.....
